Victorville Man Arrested After Deputies Recover Stolen Fencing Panels During Traffic Stop

VICTORVILLE, Calif. (VVNG.com) — A 39-year-old Victorville man was arrested Saturday morning after deputies recovered stolen fencing panels during a traffic stop and later located additional stolen property and suspected narcotics at his residence.
The investigation began on Saturday, February 21, 2026, at approximately 4:43 a.m., when deputies responded to the 14000 block of Bear Valley Road for a report of stolen property.
According to a written statement from the Victorville Police Department, surveillance video showed two unidentified male suspects loading 23 temporary fencing panels into a U-Haul truck before leaving the location.
At about 9:33 a.m., Deputy Whitcomb located the suspect vehicle traveling on Palmdale Road and conducted a traffic stop.
The driver, identified as Christopher Lynall, was detained without incident. During the investigation, deputies found six stolen fencing panels inside the vehicle.
Deputy Whitcomb later authored a search warrant for Lynall’s residence. During the search, deputies located additional stolen fencing panels connected to the investigation, as well as suspected narcotics.
Lynall was arrested and booked at the High Desert Detention Center in Adelanto for PC 487(a) – Grand Theft and PC 666(a) – Petty Theft with a Prior Conviction.
The arrest was one of the first local cases in which Proposition 36, titled “The Homelessness, Drug Addiction and Theft Reduction Act,” was applied following its implementation. California voters passed the measure on November 5, 2024, and it took effect on December 18, 2024.
The law reforms multiple provisions from Proposition 47 and includes new Penal and Health and Safety Codes that deputies may apply during arrests when appropriate. The updated charges can carry enhanced sentencing and may prevent offenders from being cite-released prior to their court appearance.
