Victorville Detectives arrest man accused of masturbating in front of teenager

VICTORVILLE, Calif. (VVNG.com) — A man is in custody after being linked to an indecent exposure case in Victorville, police confirmed.

The suspect has been identified as Brad Winston Powell, a 27-year-old Victorville resident, and police say they believe there are more victims.

Victor Valley News first broke the story Tuesday morning after a disturbing video surfaced showing an adult male allegedly masturbating in front of a teenager who was walking home from school.

According to a previous article, a 16-year-old male was walking home from Silverado High School at about 6:42 p.m. on April 23rd when he caught the footage on cellphone.

The graphic footage shows a Black male adult driving a black BMW with paper plates through a neighborhood at a slow pace while masturbating. The driver then proceeds to pull along side the teenager while asking “do you know what time it is?”

Jeremiah Dugan first posted the video on Facebook on behalf of his 16-year-old brother. However, the uncensored video was removed by Facebook.

Dugan said police were contacted by phone minutes after the incident occurred and were advised of the situation, however authorities did not immediately respond.

“Unfortunately our deputies last night weren’t able to respond right away because of other priority calls,” stated San Bernardino County Sheriff’s Spokeswoman Mara Rodriguez.

After the the article was posted on Victor Valley News police immediately received information that led officials to a home on the 13200 block of Brighton Circle in Victorville.

A BMW matching the suspect’s vehicle in the video was parked in the driveway of the home when detectives arrived, along with another vehicle which also had no plates.

Officials made contact with the suspect and took him into custody without incident.

After the interview and further investigation, Powell was arrested and will be booked at High Desert Detention Center for felony annoying/molesting a child and indecent exposure.

A photo of Powell is being released; as it is believed, there may be additional victims.
