PHELAN, Calif. (VVNG.com) — California Highway Patrol (CHP) investigators today announced the arrest of a suspect in a hit-and-run fatal crash that happened on Phelan Road.
On Monday, September 16, 2024, at approximately 7:40 p.m., a deadly collision happened when the driver of a Kia Sportage hit a pedestrian, using a walker, crossing the road at Phelan Road east of Buttermere Road. The driver of the Kia then fled the scene, failing to check on the victim’s welfare.
On September 17, 2024, CHP officers made contact with Roosevelt Garrett, 77, of Hesperia, as he attempted to report a crash from the previous day that happened in the vicinity of the fatal incident.
Through investigative means, CHP investigators were able to locate a Kia Sportage matching the description of the vehicle that fled the scene of the collision. The Kia was impounded as evidence. Garrett was arrested and booked into the High Desert Detention Center for felony hit and run and vehicular manslaughter charges.
“The California Highway Patrol takes hit-and-run crashes and dangerous driving seriously and will actively investigate these incidents,” said Victorville CHP Area Commander Captain Todd Kovaletz. “The CHP has highly trained personnel assigned to investigate all crimes occurring on our roadways in our jurisdiction.”
The San Bernardino County Coroner identified the deceased woman as 65-year-old Cynthia R. Moss, a resident of Phelan.
CHP said the public’s assistance is essential in combatting aggressive driving and hit and run crashes. Anyone who witnesses any type of hit and run crash or dangerous incident is encouraged to call 9-1-1 and report the incident.
The mission of the CHP is to provide the highest level of Safety, Service, and Security.
