Scott Binder’s Bail Set at Over $1M After Fatal Dog Shooting in Hesperia

HESPERIA, Calif. (VVNG.com) — The man accused of fatally shooting a dog inside a fenced yard in Hesperia is being held on more than $1 million bail, and a pre-preliminary hearing has been scheduled.

Scott Binder, 36, was arrested last week after video surfaced showing a man provoking and fatally shooting a 6-year-old terrier mix named Lacey in the 10800 block of Hickory Avenue on October 28, 2025.

Deputies served a search warrant at Binder’s residence in the 14600 block of Mojave Street, approximately 1.4 miles from the shooting location, where evidence confirmed his involvement. He was taken into custody and booked into High Desert Detention Center.

Binder faces multiple felony charges, including animal cruelty, unlawful discharge of a firearm with gross negligence, and possession of a firearm by a convicted felon. He also has an active warrant from the Pomona Police Department for a separate theft case.

According to a court update, a pre-preliminary hearing for Binder is scheduled for November 10, 2025. His bail has been set at over $1 million due to the four felony charges filed against him.

The case gained widespread attention after surveillance footage, shared by the dog’s owner Richard Carranza, showed a red SUV parking in front of the home. The suspect is seen shaking the gate before walking to the rear of the vehicle to retrieve a firearm, then returning and fatally shooting the dog.

The investigation was led by Deputy Ballinger, who was commended by the department for his work in identifying and arresting the suspect.
