Phelan Man Sentenced In Fatal Victorville Hit-And-Run That Killed Pedestrian
VICTORVILLE, Calif. (VVNG.com) — A Phelan man convicted in a fatal Victorville hit-and-run crash was sentenced to state prison following a plea agreement in San Bernardino County Superior Court.
David Eugene Shynovick, 59, of Phelan, pleaded no contest on April 2, 2026, to a felony charge of hit and run resulting in permanent injury or death in connection with the April 19, 2025, crash that killed 32-year-old William Castro Vargas of Victorville.
Shynovick was sentenced to the upper term of four years in state prison. According to court records, he received credit for 405 days served plus 406 days of conduct credit. He will serve the remaining balance of his sentence at a 50% credit rate.
The crash happened just before 1 a.m. on April 19, 2025, on Bear Valley Road west of Mesa View Drive in Victorville.

Deputies and rescue personnel responded to the scene and found the body of Castro Vargas in the roadway. Investigators determined he had been struck by an unknown vehicle while crossing the street.
According to investigators, the suspect vehicle continued westbound on Bear Valley Road and fled the scene after the collision.
The San Bernardino County Sheriff’s Department Major Accident Investigation Team later identified Shynovick as the driver of a 2013 Chevrolet Impala involved in the crash. Investigators also collected evidence indicating Shynovick was driving under the influence of an alcoholic beverage at the time of the collision.
Court records show DUI-related charges filed against Shynovick were dismissed in July 2025.
Shynovick was previously arrested and booked on a murder charge following the investigation.
