Judge Visits Hook Jr. High to Deliver California Civic Learning Award

VICTORVILLE, Calif. (VVNG.com) — Hook Junior High School was the only local school recognized this year with the Judicial Council of California’s Civic Learning Award, celebrating the school’s longstanding commitment to civic engagement and student empowerment. 

The award was presented at a recent assembly by the Honorable Judge Jessica Lea Morgan, who serves as the High Desert Juvenile Justice Judge for the San Bernardino County Superior Court in Victorville.

After presenting the award, Judge Morgan spoke about her duties as a juvenile court judge, fielding a wide range of questions from Hook students. One eighth-grader, Jawayne Grimes, asked what it was like to wear a judge’s robe, so Judge Morgan gave him hers to try on. 

“The students had great questions for me and I look forward to participating in future events at the school,” Judge Morgan said.

Only 30 schools statewide received a Civic Learning Award, and Hook is the only school in San Bernardino County to be recognized. The Civic Learning Awards honor California schools that demonstrate exceptional efforts to engage students in civic learning and participation.

“This is a great honor for Hook Junior High and the Victor Valley Union High School District,” said Superintendent Carl Coles, who attended the assembly. “Empowering students to become informed, active participants in their communities is one of the keys to preparing them for a life of purpose with unlimited potential.” 

The recognition was earned through programs and initiatives already embedded in the school’s culture — evidence of a deeply rooted tradition of service, leadership, and authentic learning.

“Hook has had decades of positive influence in our community and in the lives of our students,” said longtime Hook social studies teacher Nancy Noble. “The work being recognized isn’t new; it’s what Hook has been doing consistently for years. This award reflects the heart of who we are: preparing students in ways that truly matter for their future.”

The Civic Learning Awards, established by California Chief Justice Patricia Guerrero and State Superintendent of Public Instruction Tony Thurmond, recognize public schools that incorporate high-quality civic education into their curriculum and culture. Schools may receive awards at four levels: Excellence, Distinction, Merit, and Honorable Mention. Hook was awarded in the Honorable Mention category this year.
