Hesperia Planning Commission Approves Sam’s Club Retail Project With Gas Station And Carwash

HESPERIA, Calif. (VVNG.com) — A proposed Sam’s Club development featuring a 165,111-square-foot retail store, fuel station, and carwash has been approved by the Hesperia Planning Commission following environmental review.
According to a written staff report presented during the April 9, 2026, meeting, commissioners were asked to adopt Resolution No. PC-2026-04 to certify the Final Environmental Impact Report (EIR) and Resolution No. PC-2026-05 to approve Conditional Use Permit CUP24-00005.
During the public hearing portion of the meeting, the project was identified as a Sam’s Club, and the Planning Commission ultimately voted 4-0 to approve the project and adopt the resolutions.
The project proposes construction of a large-format retail and grocery store with off-site alcohol sales, a tire and battery center, a 14-pump gas station, and a 2,623-square-foot automated carwash on approximately 25.4 acres.

The development site is generally located north and south of Amargosa Road, south of the California Aqueduct, east of Key Pointe Drive and west of the I-15 Freeway. The area is currently vacant and zoned Regional Commercial under the city’s Main Street and Freeway Corridor Specific Plan.
The northern portion of the project, spanning approximately 16.7 acres near the California Aqueduct, will feature the main retail building. Plans include surface parking, six truck-loading docks, designated curbside pickup areas, and a variety of customer services such as a vision center, food service area, and bulk grocery offerings.
The southern portion, covering approximately 8.67 acres adjacent to the Baker’s Drive-Thru, will include a 14-pump fuel station with 28 fueling positions and an automated drive-through carwash. The fuel station will not include a convenience store but will feature a small employee building. The carwash is designed as a drive-through-only facility and will operate without vacuum stations.

Project plans also include traffic and infrastructure improvements along Amargosa Road, including a new signalized intersection, turn lanes, sidewalks, streetlights, and emergency vehicle access via White Fox Trail. Off-site improvements are also proposed at the Key Pointe Drive and Main Street intersection to accommodate increased traffic.
Parking requirements for the development total 571 spaces, but the project will provide 684 spaces, exceeding city requirements. Landscaping plans also exceed minimum standards, with 16.2 percent coverage on the retail site and 42 percent on the gas station and carwash site.

Operating hours for the retail store are proposed from 9 a.m. to 8 p.m. daily, with early access for plus members beginning at 8 a.m. The gas station will operate 24 hours, while the carwash will be open from 9 a.m. to 8 p.m.
The Environmental Impact Report identified potentially significant impacts related to biological resources, cultural resources, geology and soils, noise, and tribal cultural resources, which can be mitigated. However, the report concluded that transportation impacts related to vehicle miles traveled would remain significant and unavoidable.
Despite this, the project was approved with a Statement of Overriding Considerations, citing benefits such as infrastructure improvements, increased tax revenue, development of vacant land, and the creation of approximately 260 permanent jobs.
The Planning Commission also determined that approval of the project’s Type 21 alcohol license would serve public convenience and necessity despite the area exceeding the recommended number of off-sale licenses.
