Construction to Begin on Second Phase of US 395 Improvements Between Victorville and Hesperia
HESPERIA, Calif. (VVNG.com) — Construction is set to begin in the coming weeks on a seven-mile stretch of U.S. Highway 395 in the Victor Valley as part of the second phase of a major freight mobility and safety project.
Early work will include the removal of brush and debris along the highway shoulders to prepare the roadway for construction.
The project, led by the San Bernardino County Transportation Authority (SBCTA) and California Department of Transportation (Caltrans), will upgrade the existing two-lane segment of US 395 between State Route 18 in Victorville and Interstate 15 in Hesperia and Oak Hills.
Improvements include adding one lane in each direction, constructing raised medians, installing new turning lanes, and widening shoulders.

Similar upgrades were completed in 2021 during the project’s first phase, which improved US 395 between Chamberlaine Way in Adelanto and State Route 18.
“The start of phase 2 of the US 395 Freight Mobility and Safety Project is another important step toward improving the movement of goods through our county while creating a safer corridor for area residents,” SBCTA Board President Rick Denison said. “This project is a great example of how Measure I dollars help fund critical transportation projects in the Victor Valley.”
US 395 is designated as a Priority Interregional Highway and a federal Critical Urban Freight Corridor. The highway carries approximately 30,000 vehicles daily, with about 17% consisting of freight trucks transporting goods. The corridor serves nearby cities and communities with a combined population of more than 330,000 residents.

A groundbreaking ceremony is scheduled for Friday, Feb. 20, at 11 a.m. at the Hesperia Park and Ride, 12071 Joshua St., Hesperia. Community members are invited to attend and hear from SBCTA, Caltrans, the California Trucking Association and elected officials.
Phase 2 of the project is estimated to cost $41.85 million and will be funded through a combination of federal, state and local dollars, including $2.3 million from Measure I funds. Measure I is San Bernardino County’s half-cent sales tax dedicated to transportation improvements. It was first approved by voters in 1989 and extended in 2004. SBCTA administers the funds to ensure they are reinvested locally and distributed among regions throughout the county.
Construction is expected to conclude in winter 2029.
A third and final phase of the US 395 Freight Mobility and Safety Project is anticipated at a later date. That segment would bring similar improvements between Chamberlaine Way and Desert Flower Street in Adelanto.
