Arrest Made in Fatal 2023 Hit-and-Run Investigation of Felipe Avila in Victorville

VICTORVILLE, Calif. (VVNG.com) — After an extensive investigation, deputies have identified and arrested the suspect involved in a hit-and-run incident that claimed the life of Felipe Avila, 58-year-old male, a resident of Hesperia.

On January 12, 2024, Stephen Culpepper, 37, a resident of San Bernardino, was arrested for CVC 20001(a), specifically Hit and Run Causing Great Bodily Injury/Death. Culpepper has been booked into the High Desert Detention Center.

On the evening of Wednesday, November 8, 2023, at around 8:13 P.M., deputies from the Victorville Police Department responded to a report of a man down on Amargosa Road, between Mesa Street and Gabriel Road, Victorville.

Upon arrival, they discovered Felipe Avila, who had sustained major injuries and was tragically pronounced deceased at the scene.

The Victorville Station Major Accident Investigation Team (M.A.I.T) promptly took charge of the investigation.

Their findings revealed that Avila had been struck by a pickup truck traveling south, which callously fled the scene. Notably, deputies determined that the suspect’s full-size truck bore damage to the passenger side view mirror.
